What once was known as the “Garden City” for its rich soil and lush vineyards is quickly gaining a new title — Ontario’s Cannabis Capital.

With dozens of licensed retail stores, several licensed producers, and a growing community of cannabis entrepreneurs, St. Catharines is leading Niagara Region’s charge into the legal cannabis industry. Local experts credit the region’s agricultural history, proximity to major markets like Toronto and Buffalo, and supportive municipal policies as key drivers of this growth.

“The Niagara region has all the right conditions: world-class soil, skilled labor, and a tourism market that’s ready to explore more than just wineries,” says Angela Martens, owner of Martens Botanicals, a craft cannabis grower based in St. Catharines.

In recent years, the number of retail licenses in Niagara has surged. St. Catharines leads the pack with over 25 legal cannabis stores, ranging from boutique shops like UpHi Cannabis Emporium to larger retail chains. New zoning allowances are also being discussed to encourage more production facilities and retail locations.

Industry advocates argue that the cannabis sector could become a year-round tourism driver, complementing Niagara’s famous wine tours. “Cannabis tourism is the next frontier,” says Martens. “We’ve got wine tours, brewery routes, and soon, people will come here for cannabis experiences.”

The city’s economic development office has even launched a new program aimed at supporting cannabis-related startups, offering business coaching, licensing support, and networking events.

While not without challenges — including competition, over-saturation fears, and regulatory hurdles — the momentum is undeniable. As one local shop owner put it, “The grapes built Niagara, but the green might just redefine it.”
